BPAY® is an electronic bill payment service that enables customers to pay their bills anytime, anywhere. More than 150 financial institutions and approved payments services providers are BPAY Scheme Members, and BPAY can be used to pay bills to more than 45,000 billers.

BPAY Payer

As a Participant Member of the BPAY Scheme, we provide sponsorship, file processing and settlement services that enable banks to participate as Associate Members of the BPAY Scheme.

  • Associate Member – Authorised Deposit-taking Institutions (ADIs) are eligible for Associate Membership of the BPAY Scheme under Cuscal sponsorship. There are no transaction thresholds defined by BPAY to become an Associate Member.

We support our clients by sponsoring them into the BPAY Scheme and representing their interests at BPAY Management Committees. We also provide comprehensive back-office functionality, supporting enquiries, reporting, error corrections, and reversal processing.

BPAY Biller

As a Biller Institution, Cuscal can establish Billers and Master Billers within the BPAY Scheme, who can then collect payments on their own behalf by issuing invoices to their customers.

  • A BPAY Biller is an organisation that uses BPAY to collect payments on their own behalf by issuing invoices to their customers.  They do not establish or manage other Billers.
  • A Master Biller is a Biller who is approved to establish and manage other Billers, known as Sub-Billers.  A Master Biller must also be a Biller in their own right (even if they do not actively collect payment for themselves).

BPAY Payer

As a Participant Member of the BPAY Scheme, we provide sponsorship, file processing and settlement services that enable PSPs and similar organisations to participate as Payer Institution Members of the BPAY Scheme.

  • Payer Institution Member (PIMs) – PIMs are organisations other than ADIs, that manage accounts for customers. They have a ‘store of value’ from which BPAY payments can be made, such as superannuation funds and mortgage originators.

We support our clients by sponsoring them into the scheme and representing their interests at BPAY Management Committees. We also provide comprehensive back-office functionality, supporting enquiries, reporting, error corrections, and reversal processing.

BPAY Master Biller

As a Biller Institution, Cuscal has the authority to establish Master Billers within the BPAY Scheme. Master Billers, who must also be Billers in their own right (even if they do not actively collect payment for themselves), are then approved to establish and manage other Billers, known as Sub-Billers.

The Master Biller structure works for Payment Service Providers who wish to establish BPAY Biller Codes on behalf of their customers, who can then identify the biller by name via their online banking app and bank statements. Master Billers will receive a single daily settlement and are responsible for providing settlement to their Sub-Billers.
